Vulpix is a fox that evolves into a nine-tailed fox (Huli jing - a creature that appears in many folk stories).
Zorua is a fox that evolves into a shape-shifting fox (Kitsune - another creature that appears in many folk stories).
Flareon is similar to a Fennec fox, its main purpose is to demonstrate evolution alongside the other Eeveelutions. Eevee itself may be based off of a Tanuki (meant to be a master of disguise in certain folk stories).
Fennekin is also a fennec fox, but it evolves into a wizard/mage.
The first evolutions may look similar, but their concepts are very different and pretty interesting (unlike certain Pokemon).
