I feel like Nintendo enforces it at times. For example, i'm pretty sure Frosslass did not used to have the whole "woman who died in the mountain cold" thing going on.

I welcome this sort of thing though, makes the games more interesting.

To sate people like you. They strike a very delicate balance such that the entire franchise is generally family-friendly but there are just enough scant grim details for tryhards, who are too insecure to like Pokemon for what it is, to like it "ironically" by hamming up the "darkness."

Pokemon games aren't dark in and of themselves, and the dark moments are few and far between. But when they do occur, it's noticeably creepier/more horrifying than a dark moment in a game where you're expecting it because it's juxtaposed against the bright child-friendly cheer of everything else.
