However, I'm always confused on why bad guys like Team Rocket grunts, etc also bother stick to the 6 pokemon limit rule. Say a kid is trying to ruin your plan for world domination, wha't stopping you from throwing like 50 lvl 15 Magikarps on him so he burnt through all his PP ??
