Pokemon in the anime pick up their trainers characteristics, oak said this himself in the first season. Because ash is pretty much retarded up until sinnoh his pokemon feel as if they don't have to evolve. He had an almost fully evolved team in sinnoh because he matured (not sure if this was intentional on the writers part, he just stopped being an idiot). His pokemon picked up on his maturity and knew they had to evolve to keep up.
He almost won the league, had a decent understanding of battle strategy, as well as type matchups until that faggot Tobias beat him. Which was bullshit.
Then they reset him in Unova and made him fucking 7 again.
So far in Kalos it seems that he actually is competent again and will probably do well. Let's hope it stays that way.
