If you're going to wall, you have to be able to deal with status effects, including weather. Here's my reasoning for this set.
- Since weather doesn't last forever (thank god), it's ok to set up rain to eliminate status on Goodra, especially if you want to recover. Depending on the build Goodra will last long enough for rain to disappear, making sure that the opponent's next pokemon won't be able to benefit from rain
- Although its Def is rather poor, it's still worthwhile to invest points into it and HP if you want this dragon to last
- Leftovers is used only to help insure that Goodra can last long enough to set up. Otherwise like I pointed here
