I changed the date/time on my 3ds to Tuesday night and I've been soft resetting in front of a shaking trash can hoping to see a rotom appear.
I don't know if it has to be night time to find one but most of the reports I've read say they found it at night.
Is it in a specific trash can or something? Could someone who's caught one tell me if there's anything else I should do?
