I was putting Togepi last week asking just for female starter/fossil and stuff and it take just minuts.

I suposse because most of the offers with Togepi ask for the Legendary Cover, Zygarde, Mewtwo, one of the Birds or things not even released.

You can, but the pattern is determined the moment you start the game, so you'll also have to delete your current save.

Also for instance the sandstorm pattern can only be obtained by setting the region to places like Saudi Arabia, which can't be done (I think) on Japanese 3ds, not sure about European ones.
