Glad you asked! They're extremely rare variations of pokemon with different color pallets. There's about a 1/8000 chance of encountering them in the wild randomly without any RNG manipulation or methods that increase your chance of encountering one, so it isn't uncommon for some players to have never seen one before despite having played one or more games.
>1/8000 is too high! How do I get one easily?
The most common methods are the Masuda Method, Shiny Fishing, and PokeRadar Chaining, however there seems to be a higher chance of finding shinies in the Friend Safari as well. The three aforementioned methods are covered in the guides section in OP.
>What's the Masuda Method?
Named after Junichi Masuda, one of Diamond/Pearl's developers, programmed a little something special into the games that increases the shiny rate when breeding under certain conditions. Simply, a pokemon traded from a foreign country should be breeded with a pokemon from your cartridge. This increases the rate of an egg containing a shiny by 4x in DPPt, and 5x in prior games. See the guide in OP for more details.
>What's a shiny charm?
An item in Gen V that increases your chances of finding a shiny. 1/2730 in the wild, and 1/1024 when using the Masuda Method. It's unknown if this will be able to be traded over to Gen VI games with the PokeBank.
>Is the shiny rate higher in the Friend Safari?
The majority of /vp/ thinks this is true, but there hasn't been a datamine of the X/Y ROMs so nobody can say for sure.

See the GFShinyGuide link in OP. While far easier to find and catch than with the other methods, the pool of available pokemon attainable from fishing is small, and because they much easier to catch, they aren't valued as high as other non-fishable shiny pokemon. Don't fret, you can usually throw a fishing shiny up on the GTS and get most any non-shiny pokemon for it. No hard shiny:normal fish ratios yet, but a rough estimate brings it around 1/200 on average at maximum probability.
>What is chaining?
When using the Pokeradar under extremely certain circumstances, one can increase their probability of encountering a shiny in grass. This is the more tricky method of the three, as it requires that you follow certain rules in order not to break your "chain" or "streak". The higher your chain, the more likely it is that you'll encounter a shiny. See the guide in OP for more details.

What exactly are you trying to ask here? Yes, foreign dittos can act as the foreign pokemon needed for the method, but you can't breed two ditto together.

Story time? Story time.
So who here has played Dark Souls? If so I'm sure you're familiar with Solaire. The day I got pokemon Y I decided to call my trainer Solaire since I had just played the Dark Souls 2 demo. I then decided to make a Dark Souls themed trainer of course. My favorite to go with would be Solrock. I used him in every battle, he was level 93 by the time I got to the elite four.

When I beat the game I decided it was time to assemble my online team, I wanted them all to be shiny. So my MMing quest began. Then several chains and boxes exceeding well over 22 for multiple targets I gave up. I stopped chasing shiny, I was convinced they just didn't exist in my game. What I didn't realize was that Masuda had other plans in store for me. With my terrible luck MMing and chaining (fish chaining over 100 multiple times with nothing too!), he granted me incredible luck on the GTS. And my first shiny.

It was, believe it or not, a Solrock. It was up on the GTS for an Aeigslash, level 91 - 100. The minute I saw it, I flipped a shit. I went on /vp/ begging for an Aeigslash as close to 91 as possible. Then a person with a level 80 one replied and told me he'd give it to me for a Zapdos. However, the Zapdos in my game wasn't caught yet. So I ran over to it as fast as I could. I saved before going inside but then remembered I didn't pick up enough poke balls to do this right (I planed on using a timer ball after a bunch of turns). I had 2 timer balls on me, both were used at the wrong time during the battle. The person I was going to trade with told me he had to go to bed in 10 mins, and of course the clock was on.

Somehow a dive ball worked on him, how I got so lucky I'll never know. I traded for the Aeigslash immediately and then ran to the elite four to level him (i didn't know where the poke miles seller was at the time, if I did this would have went so much easier). I flashed through the elite four as fast as I could, checking to see if my beloved sun was still waiting for me, he was, and somehow I had convinced myself this must be fate. It was 4am and for some reason I was talking to myself to stay awake for my sun. I was sounding like Solaire in my head by this time.

After the elite four, he was still 2 levels away from 91. So after the credits I went over to victory road, specifically inside the first cave, and did my best to level him. Running back and forth in that cave I worked and worked, in a panic that after all of this my beloved sun would not still be there, that all of this, would be for nothing and I'd been seen as a laughing stock.

As soon as 91 was reached I ran onto the GTS and my sun was still waiting for me. I gave him my sword and the moment that beautiful sun graced my screen I hugged the 3DS, it took 4 hours of Zapdos chasing, grinding, and trading but he was mine, all mine. He has perfect IVs in attack and defense and the perfect nature too.

I took pictures of him with my camera, all to save the moment. Also as fitting, I could see the sun rising as I went to bed watching my beautiful sun on the 3DS. As silly was it was, in that moment, I could really see Solaire's love for the sun. Ah if only I could be so grossly incandescent...

Just got my first shiny chain ever, and I only started trying it earlier today. I actually hatched a shiny Noibat (female) on my 27th egg. Modest, but only has max IV's in Sp.Def. Just keep going, I'm trying to hatch a second shiny Eevee and am on my 5th box.

Also, if I JUST hatched a shiny, are my chances of getting another one right after that low?

Kind of like flipping a coin. You always have a 50/50 chance of getting heads. Getting tails doesn't make you any more likely to get heads in the future

I don't imagine the game alters the probability at all based on what you hatched or encountered previously. The odds should be the same. As a sort of random example, my first fishing chain got me a shiny relicanth (9 casts). 3 casts later I got another one.

Hmm, I just checked my shiny skiddo that I chained, and it didn't have any max IVs ("decent potential all around"). It was caught on a chain of 9 though, so maybe that had something to do with it...
