It's gone. They realized their terrible, horrible mistake. You will not be able to hack an ST Chandy and send it to X and Y for the same reason you won't be able to send Wondertomb to X and Y. Think about it- we can only know it was going to happen because of datamining. To gamefreak, it's like it never existed. Quick Feet Scolipede, however, DID exist.
If anything, it's going to end up like that one Basculin Blue that gets Rock Head- the ability won't breed down at all. The ability will just be lost to time.
