That is not even possible without a weakness/effectiveness rebalanced.

They already paired Ice with pretty much every other type and they still sucked.

See, even with all their disadvantages, Ice types could be somewhat viable if we had a fast Snow Warning user, a Swift Swim equivalent, fast offensive Ice types, and just more offensive options in general for Ice. But instead, all we get each new gen are more slow, bulky Ice types that rely on Hail support.

The introduction of Fairies hasn't had much of an effect on Dragons really. But Dark types got fucked pretty hard. They're now on the same level as Ice.

Not quite that bad, anon. GF can't into balance. At all. Even as they nerfed an egregiously over powered type, they created an even worse one: Ghost. Assuming the current type chart sticks around for a Gen or five, Ghost is only going to get more destructive with the eventual addition of new moves, Pokemon, and abilities. Since Dark is one of two types that resist Ghost, and the only one that can hit SE STAB on them in return, it's basically a strong STAB/reliable priority move away from being a respectably balanced type.
Ice, meanwhile, has four weaknesses (all of them crippling) and only a single resistance. To itself.
