What's the best catcher pokemon?

I've heard Breloom, Gallade, and Smergle

As for required moves:
False Swipe is obvious
A sleep status move is almost required
Mean Look would be really helpful

But does anything learn all three moves + have Synchronize?

I plan on breeding out the perfect catcher for X (including roaming Legendaries). I would also like to control the nature. I can keep him out front in case of shinies. I'll breed a shitload of extras and throw them up here to whoever wants one.
