Don't listen to these guys. /vp/ is full of obsessive purists. That Chespin is fine. It's ALMOST as good of a Chespin as you can get. This board will berate you for using it because it isn't 100% max stats. It seriously will never make a difference either way. Keep it.

I'd use it to breed other Pokemon with good stats.

This. Obviously, having 5 perfect IVs is great, but 31IV on Sp.Atk. it's a waste on Chespin, he needs Hp, Atk, Def, Sp.Def and Speed. Also he needs the ability bulletproof, if you want to use it competitively. (Chesnaught is not that good, but if you want to...). You can also trade it for other mons with 5 IV.
