It goes more along the lines that there are fewer Pokemons to worry about accidentally encountering shiny.
Less variety means that it's more likely that you will be likely to encounter a Shiny of your desires. However, the percentage of encounters that will be normal versus the one that is shiny will still be the same.

A shiny Protean Froakie would be pretty invaluable for trades when you have a set idea of what you're after.
I'm still not really positive on what I want either.
I'm kinda falling under the impression that I'm going for a strong physical Poke, strong special, a tank, a status flinger... but I'm certain that I want Banette with mega-stone cuz he seems so beast like that.
