Goodra looks great on paper, but after significant playtesting at Pokebank OU I found that it is underwhelming. Together with Noivern they are the Haxorus of this gen.
First, Goodra has 3 decent abilities that look good on paper, but in practice are garbage. Rain is pretty hard to maintain due to weather nerf; Politoed is already a shitmon without perma rain. As soon as you get Perma rain going on, you'll want to get in your Kingdra and sweep ASAP instead of tanking attacks. So Hydra+rest is pretty shit in practice
Gooey also sounds great, except the top two physical attacks in the game are EQ and Stone Miss - both of which aren't a contact move. Close Combat is contact move, but with 70 defenses Goodra will be half dead and left with no decent recovery. The only physical moves where Gooey is decently useful is tanking Flare Blitz, and the #1 user of Flare Blitz - Talonflame doesn't care about it
To be honest, his only decent ability is Sap Sipper. Immunity to Leech Seed and Spore is noice. Also besides the infestation trapper set, this guy has very little niche in OU. Checking special attackers are nice, but the current metagame is infested with physical attackers.
All we have to do is wait/pray that Goodra can learn Recover from Milotic, or he will rise in usage to counter Thundurus T and Genesect once Pokebank goes live
