They're giving away Megas to older Pokemon in order to redesign them so they're better. Why would they give them to Pokemon they made last gen? Or the Gen before for that matter?

Same reason they remade cries for gen 5 Pokemon.

It seems they gave most of the Megas to Gen I and Gen III Pokemon.
