I'd go for 252 HP 252 attack and 4 in def or whatever

you don't need speed very much because Jet is going to be your primary attacking move. And you want to be able to tank hits with that HP investment. I'd go

Superpower is awesome to kill some walls like Ferrothorn.

No, fuck that, you really want Attack and HP. For the most part you won't be outrunning basically anything at your low speed and your main weapon if you're using Azumarill right should be Aqua Jet, only using Waterfall/Superpower/Play Rough if you get into a situation where you outpredict your opponent wanting you to miss an OHKO, or if your opponent resists Aqua Jet too much.

In both cases you'd want to be able to make sure you can take a hit
