It'd be bad if it were just the existing Pokemon in random, jumbled order, but they actually peppered that shit with somewhere around 40 dummied out Pokemon that showed up as "MissingNo." I don't even know how that's justifiable.
Granted, that was nearly 20 years ago. Game Freak is a lot more logical now. Even so, I personally put no faith in them being discouraged from doing something because it goes against standard practices. They're fucking Game Freak. They make fucking Pokemon. They were reckless in the beginning (adding Mew) and it paid off, they could be reckless now and it'd probably only result in a fuckton of cash.
God, Gen III had that Shellos and Gastrodon, plus something like a dozen extra Sevii Islands, and a number of entirely unused music tracks. Gen IV had the easily abused map generation system, and the whole Azure flute shit. And Gen VI had the whole Lumiose City hoohah, which, seeing as it's the game's centerpiece, really should have been noticed by someone prior to release. Especially given the fact that Lumiose had an odd layout to begin with.
Point is, Game Freak is not what I would call a shining star of professionalism in programming. They have a long history of highly visible errors, bugs, and blatant troll moves. If they thought they had a way to safely insert previously nonexistent items and formes (Megas and stones, in this case) without making the games unplayable, they would probably do it.
