A flawless IV Ditto is a literally one in a million chance. If you went into the safari and caught Dittos, you'd be expected to catch over 120 shiny Dittos before you found a flawless IV Ditto.

Actually in the Friend Safari the chance is around 1 in 10,000 for a perfect Ditto. a Pentaperfect is more like 1 in 2,000 and a 4IV is like 1/100.

So yeah especially considering masuda method and hordes making shinies more common, a perfect Ditto is worth about 3-5 times as much as your average shiny.
