How do you define perfect IVs in a Pokemon? If I want to breed a Pokemon with perfect IVs, how can I tell? If they're all 6? I sound completely clueless, but I really just want some help so I can start breeding a nice team.

Few pokemon need all 6 IVs to be the maximum value.

Take for instance your typical Scizor.
He knows Bullet Punch, Quick Attack, U-Turn and Superpower. None of these moves is based on Special Attack, so Scizor doesn't need a perfect Special Attack IV. It would only waste time trying to breed one.

IVs have a value from 0 to 31. You can either use an IV calculator, or talk to the evaluator in Kiloude city's PokeCenter. If he says a pokemon's potential "can't be beat" it means that IV is a perfect 31.

I guess that 0-31 means it's perfect in those, and what do the other numbers mean?

Almost all Pokemon never need both attack stats (mixed attackers are pretty rare), so they need all IVs maxed (31) except for the attack stat they're not using. So, perfect for most Pokes is 5 maxed IVs. If you want to be anal about it, you can get 0 IVs in the stat you don't use, in case you get Swagger'd or that other one that came out this gen. Some pokes want 0 speed IVs for trick room teams, too

0-31 means that it could be anything from 0 to 31. You need to level it up more before the calculator is able to verify what it really is. 4-28 and 0-9 mean the same, it could be anything in that range. 13, 18, 23, 28 means it could be any one of those four numbers.

0 - 31 means the stat is anywhere between 0 and 31. Basically it doesn't tell you anything.
You can go somewhere where it forces your pokemon to level 50 without making you defeat pokemon with it.

The other easy method is to save, then stuff its face with Rare Candy. After you get the IVs calculated, just reset to get your candy back.

Yes. He'll say the pokemon's overall potential, then say it's best stat. If two or more stats are tied for best, he'll say all of them. Then he'll say how good those stats are. "Can't be beat" means they're perfect.
