That's just because Gen II had awful level scaling, the nonlinearity was actually something I liked.
Gen 1/3/4 did it better though, even though they were slightly more linear than 2. But still significantly less linear than 5 and 6.

They would put themselves on a town that you could only escape through surf, release all their pokemon except one that couldn't learn surf, spend all their money so they had none, and then discard all their pokeballs so they couldn't catch any water Pokemon. Funny thing is, even with HMs as-is you could do this before. There's a trade on an island in one of the games, can't recall which, but if you have no rod (or a rod but no balls), and no mons which can learn surf, and trade your only surf-mon to the in-game trade, you are totally stuck.

I wanna say it was a Magikarp you get, so maybe no-rod is a must, since even with a rod you could level it til it evolved. And with no rod you can't KO yourself either come to think on it.
