A pulse moving through a three dimensional plane wouldn't be a line or a beam, you're thinking of a pulse laser.
A pulse would originate from a single point and extend out in all directions. Really it should look more like a dome than a shockwave, but graphical limitations and all that.
The fact that Dragon Pulse is a beam infuriates me, and the anime doesn't treat it any better. It's completely misnamed.
