Assault Vest T-Tar is the closest thing I've seen to a hard counter for this seeing as shadow tag doesn't work turn 1. Swap T-Tar in and it can't do shit. Even dazzling gleam barely does anything since he's not opting to run HP Fighting or Focus Blast while you pursuit and kill him even if he stays in. You can still break subs with EQ as well since he loses levitate.

Disable only works on one move at a time, and you can guarantee that Tyranitar will be carrying both Earthquake for Edgequake and a Dark move specifically for Gengar.

Considering Ghost is resisted by a single type and Dazzling Gleam hits that single type Super Effective, that's 160 power compared to 120 neutral STAB that you'd get walled by Bisharp with anyway.
Some people run both Gleam and Sludge bomb, but it's rarely ever that Bomb is replacing Gleam on a competent player who knows not to teach their Charizard Ember, Flamethrower, Fire Blast, and Fly.

Assault Vest Bisharp. I've said it once before and I'll say it again. Focus Blast is not even going to be a thing on Gengar this gen since Ghost and Fairy give perfect coverage for all but two 'mons (and really, do you expect Pyroar to be OU?). Assault Vest Bisharp, given its ability to take two to three direct Shadow Balls and even switch into (remember Spooky Tag doesn't activate until he mega evolves) Dazzling Gleam reliably. Not fast enough? No problem, Sucker Punch bypasses that shit anyway. Afraid SuperPoisonSpook is going to switch out? No problem either with Pursuit. Gengar can't set up Substiboots forever y'know. Assault Vest Bisharp will take the fucking thing down sooner or later. Hell, Gengar is made of fucking paper, you could probably just spam Pursuit and Gengar couldn't do jack shit to you anyway, unable to kill you OR switch out.

The only move that could possibly OHKO it is Sludge Wave, which only has a 12.5% chance of doing so from full health. Bonus points if you switch in on Dazzling Gleam, or god forbid Focus Blast. It's not 100% reliable, but it can work.
