Generation 2 is my favorite gen and all, but why is the level scaling so horrendous?

Playing through Heart Gold again to get the legendaries before Pokébank comes out again, and my 'mons are 35-37ish at E4 level.

And why are the fodder trainers in Kanto so underleveled?

Weird man.

there is absolutely no way gen 2 is worse than gen 1. it does not matter that gen 1 was the first, that doesn't save it from beng a buggy mess.

Aside from the shitty level scaling, the lack of actual Johto pokemon pre-Elite four really pissed me off.
Definitely worst gen, the meta was just a stall fest.

Because with its horrible leveling, by the time you reach Red you are probably woefully unprepared for his lv80+ team thus further establishing in the minds of Redfaggots that Red is the one and only Pokemon master. Unless you spend an ungodly amount of time grinding against the Elite 4 until you can one shot his entire team.
