Why do IV's exist?

EVs I completely understand. They add a significant layer of depth to the game. Should I go with a pure sweeper set or should I invest some EVs to make this pokemon bulkier? Will this be purely a support pokemon, and if so what should be its stat spread? I get it, EVs bring up questions like this and allow the trainer to come up with answers.

But why are IVs a thing? Why must I torture myself with hours of breeding to obtain a pokemon with pure IVs? This is the reason I've always hacked in the past. As if spending hours training EVs (no, super training does not make it less tedious), getting the right nature, and raising your pokemon to level 100 wasn't time consuming enough.

IVs should be eliminated. Until they are, I see no reason to refrain from using hakemons.
