Check back every few hours, I got one today for a female archen. Also, only check the 21-30 and 31-40 ranges as these dittos are guaranteed to have at least 2 max IVs.

Seconding the above anon. I had your problem at first, but every now and then some people offer Dittos for random Pokémon. Got mine for a Minum. Check often.

When searching for one, make sure you don't include the people who are looking for the legendaries.

IMHO you're better off just putting up a somewhat okay mon and asking for a ditto if you don't have something already up on the GTS. People are practically giving the little baby batter jellos away for free.
