The greatest offensive typing is Ghost/Fighting, which is only walled by a hypothetical Ghost/Normal type.

No, ground/ice hits WAY more for SE damage.

Shedinja and surksit are irrelevant. Hitting them does not make up for being much worse for SE damage.

Good thing we're talking about offensive typings and not defensive.

If you really cared for one weakness, dark/ghost is better both offensively and defensively. Normal/ghost gets wrecked by sucker punch and pursuit (god forbid someone has both on one pokemon), and even the common crunch. Meanwhile fairy has some alright attacks, but they're easily put in check by ubiquitous steel types.

Good is a subset of "existing"

Play Rough is the only existing physical Fairy attack. Flare Blitz not only exists, but things run fire fang and fire punch of coverage sometimes, because they exist too even if they're not ideal.
