Not all pokemon need to have a real world mirror. Eevee is just a generic little 4 legged furry creature that has a very unstable genetic makeup.

To answer your question, when he was being created both a cat and a dog was probably in the back of the creators head however eevee is neither.

Pretty sure it's a fox.

It's evolutions are a lot more debatable, being more like dogs or cats.

Espeon is clearly based on a cat, while Leafeon is similar. Glaceon and Flareon appear to be based on foxes, and Umbreon/Jolteon appear more dog-like.

I don't know what the fuck Sylveon is and I don't care.
