In all fairness, Zapdos is already by far the most effective of the three. Hurricane would have just made him even better, and he's already pretty great. It's a darn shame he didn't get it though.

Zapdos was really good all the way through gens 1 to 4 and still isn't bad: Thundurus just kinda makes it obsolete as an offensive threat in OU and you need to build your team around it if you want to use it as a defensive Pokémon. Still, Zapdos has never been bad so eat shit.
