This fucker basically HAS to be hidden in X & Y right? The two women in Lumiose city keep saying there's a "lava dome pokemon" in Jaune plaza, and Heatran is the Lava Dome Pokemon. Anyone have any theories on how to find him? Is this just another tease for Pokemon Z or some event?

Kick a Nidoran(M) and a Nidoran(F) into a volcano.
Due to the intense heat they melt together and their bodies merge to create Heatran.
There's a volcano under Jaune Plaza to do this with.

but hes under korrina's gym. You go into the door at the bottom and follow the energy collider tube into the rest of the power plants.

complete the looker quest then go up to the statue, fountain thing, press a to activate the switch, go through the opening. Heatran isnt in there but it's a cavern filled with lava so we can assume that is where we'll find him

you have to beat the e4 with azumarill in the first slot with only water moves and zygarde last (holding a kelpsy berry), then turn off the 3ds while its saving to get it to appear

You have to go to the Jaune plaza on a Sunday at 3 am.
Then you have hold the 3DS upside down and shout in JAPANESE "COMU OUTO LAVARU POKEMON" while making a Nazi heil.
Also the Japanese Hymn should play in the background.

Heatran will only appear if you haven't beaten the game yet. You have to beat the High Sushi Restaurant (I did Rotation, so go with it) and the manager will ask you to check out the plaza on Friday. It should be there, at level 30.
After catching/killing Heatran, go back to the restaurant and the manager will thank you with a priemer ball.
