I'm confused as to how the masuda method works. I know it's breeding a foreign Pokemon and a local one to create a better chance for shiny eggs, but how exactly does that work?

My questions --

>Can I just buy another copy of the game and enter in a different language? Will that work, or do I have to be elsewhere?
>Can I make a German Golurk if I live in New York?
>How did you get the right parents for MM'ing? I'm breeding for IV's and nature as well so I don't want a shit thing I can't use competitively.
