Kanto (Japan) is a very insular nation.

Jotho, on the other hand, Is a lot more nature friendly. I mean, pokemon like Tauros and Schyter are not even really native to Kanto- they're from jotho

Yes, but barring the remakes they have no more than 150, and none of the characters really reference that there may be more pokemon on the other side of those mountains or far south of the oceans.

Kanto has no forms of communication with the outside world?

There are interviews detailing how a bunch of features couldn't make it into the game and were added in Gen 2, they even reference index numbers being misaligned and some Pokemon from Gen 2 being planned for Gen 1, which was going to have around 220+ Pokemon

Let me try to find you some of those, but I think you could google off those tidbits alone

Oh I misunderstood. Okay, my bad.

I do vaguely recall trainers in HG/SS having Hoenn and Sinnoh Pokemon so it's not entirely cut off. My guess is that Kanto is just a very reclusive area. All the industrialization and pollution probably doesn't help either.

Here's some of the concept art for first gen. Pokémon that were dropped and didn't make it in. Chikorita was adapted from one of them. The middle one looks like a fire Pikachu, and the one on the right looks like a baby-form Lapras or something. Marril was also going to be in first gen and I'm sure a lot of others too.

Tajiri confirmed they had at least 200 ready before Red and Green.
