Pretty much, not all that useful when you have Misty Terrain, which prevents any status affliction on the ground and halves the power of dragon moves.

Yes, it's great in doubles. As you can do all the setup on the first turn. Then unleash 100% Accurate Electric Terrain+STAB Thunders, which is nasty.
