Gooey is better overall, but if your team has a glaring grass weakness or has a grass lure like Swampert/Gastrodon, sap sipper can be useful.

Gooey is great as it slows down threatening Physical Sweepers
Hydration can help it stall with Rest on a Rain Team
Sap Sipper protects it from a non-threatening type and boosts the weaker of its two offenses. I guess it's nice if you really hate Leech Seed/Spore?

use hydration or sap sipper. everybody will expect you to have gooey so they won't touch you. switching into grass attacks is both a free switch and a free boost. people underestimate sap sipper. it is strong.
