Because burn only weakens pokemon as opposed to rendering them helpless to do anything. The majority of pokemon don't even care about burn.

Sleep makes it so that any pokemon effected can't do ANYTHING for a few turns unless they have specific moves

Burn makes it so that physical attackers alone do less damage. Status/setup mons are fine, special attackers are fine, walls are mostly fine (damage isn't good but can be easily overcome by many)

How could to even compare the two

Sleep makes a Pokemon completely useless. At best they can leave themselves up to the luck of the draw with sleep talk.

Burn really only fucks over physical attackers and some Pokemon like Houndoom and Heracross love it when you try burning them.

Actually, burn is worse. With, sleep you know you will wake up within 1-3 turns, and now it's even better since the counter isn't reset upon switching out. With burn, that Pokemon is now completely useless. They can set up as much as they want and not have to worry about your power coming back, and that Pokemon is now only fodder. Unless you want to dedicate a slot to a cleric on every team you make, that is.

You're just thinking of one scenario in particular and forgetting that the meta relies heavy on predictions.

If you are predicting a burn, you can switch to a poke that won't mind it, or is inmune to it altogether.

You can't really switch into sleep, grass types are inmune to powder sleep, but there's always hypnosis. You could try going for a rest-talker but those sets are unreliable. Either way, you're giving your opponent free turns. Not to mention that a sleeping pokemon won't do anything at all, whereas a burned pokemon can inflict status or hazards, or SD to go back to normal attack.

Yes, but it's a tradeoff. There's more potentially risk involved in using burn than sleep, but a potentially higher reward. You can ruin a whole Poke for the rest of the game.

Serious answer, the vast majority of overpowered Pokémon are physical; Garchomp, Blaziken, Scizor, Aegislash etc. were all the defining Pokémon of OU at one time. Intimidate and Burn, along with the fact that special equivalents of coverage moves (boltbeamthrower vs elemental punches) are generally more powerful, should make special Pokémon better, but physical Pokémon are so often just designed and built better, rendering the two ultimately balanced. Besides that there's no reliable burning move, making it less overpowered than it could be.
