Would this work or is it more beneficial to just run a Modest one with Tbolt and Surf/Hpump?

Sounds solid but Adaptibility isn't legal.
And it won't be legal on Showdown once Smogon is done setting policy.

That is a good point. If Adaptibility is off limits, then maybe it would be good to run Thunderbolt and have something for those guys.
