Has Friend Safari been confirmed to give shones at a more generous rate?
I got this faggot and a Shiny Ninetales and I wasn't even hunting for shinies.

No confirmation yet, but I have personally found 3 shinies in the friend safari, 1 through passively breeding with MM, and 2 from horde battles. My best guess is that it is more likely, but we don't know for sure yet.

The shiny encounter rate seems really amped up all around in game, but there's been no confirmation about what's caused it yet. The initial rumor was that the more you tipped during the game, the higher the chance, but again, that's hasn't been confirmed.

There's some relation between shinies and IVs, right? Could the fact that there's 2 guaranteed 31 IVs be jacking up the shiny rate as a side effect?

That's only in 2nd Gen. The only way a shiny could appear in 2nd gen was if all 6 IVs were a perfect 15. That's changed since 3rd gen+ though.

I have been passively MMing, as I always end up using a ditto at the end of the breeding process, since it seems to make it way more common to retain the ability of the parent. You still get a shiny without forcing one, and it will be something you like that always had egg moves and good IVs.

I've got a Jigglypuff, Lilipup, and Frogadier from friend safaris, and then just happened upon a shiny Wingull in a horde while trying to get a Taillow horde. Haven't tried any chaining or MMing yet.

The shiny rate has been doubled in X/Y. The base rate (for random encounters/hatching regular eggs) is 1/4096. This means Masuda Method has a 1/683 chance of yielding a shiny.

Depends really. Some days I find multiple shinies. I've been trying to get a shiny Frogadier for the last couple of days and haven't seen anything.
