I'd say that the metagame is pretty balanced right now; yeah, it's really focused on EX Pokemon, but there's a solid dozen or so decks that are completely viable, and the new rulings actually help shake things up a bit and slow the game down enough so that more decks can compete.
Compare this to Yugioh where there's commonly only one or two decks in the top tier, or MtG where you only have six or eight, and it's a lot better.
My only complaint was that EXs were exclusively Legendary Pokemon, but now with the two in Treasures and the Mega Pokemon, there should be more variety.
