in pokemon X and Y, do you NEED to super train your pokemon at level one fully to see the effects of the changed EVs over time? or will it just adjust the stats for an already leveled pokemon?

You can EV/Super train at any time and you'll get the same effects.
Lvl 1 to Lvl 100 makes no difference

It adjusts to the current level, then also goes up as you level to be appropriate from whenever you do it.

You can do it whenever. You could take a level 99 pokemon, give it a reset bag, EV train it, and level it up once and you'll get the full effect. You have to do it before level 100 though I think.

Not anymore.
EVs update after a battle now, instead of leveling up like they used to. So you can fully reset and EV train an level 100 poke as much as you please

I was actually about to say to OP that pre gen V it was calculated only upon level up. In gen 5 and 6, stats are recalculated after every change to EVs.
