I liked Sycamore for the sick parade he threw at the end of the game. And the fact he gave two starters. Professor Rowan was a badass, so he also ranks near the top.
Juniper was an engaging character, so I liked her. Professor Oak also gets some respect for being the first and greatest.
Elm and Birch don't get much respect for trusting silver and being overwhelmed by a Poochyena, respectively. They meant well, though.
Thus, I would rate them as follows:
Great Tier - Sycamore, Rowan
Good Tier - Juniper, Oak
Meh Tier - Birch, Elm
Side note: Fennel, Cedric, and other professors don't count. They're not THE pokemon professor of the region, so they're in a different category.
