The maximum rustling has the highest chance of being the pokemon that you last encountered. The chance is still not 100, however and you may be experiencing some bad luck. B: This comes down to circumstance, and you may have to disregard that depending on the area, but you should most definitely avoid edge grass and grass that is less than 3 spaces away, for some reason these also lower the chance of it being the same pokemon. Lastly, when you reach 40, the magic number, just keep resetting the radar until you get the shimmer-grass. All this being said, I've only ever successfully gotten a shiny through this method once, and it was mainly luck
