Official material is now acknowledging that there are over 721, rather than just 718 with the Pokedex ending at Zygarde. The last time something similar like this happened last year, it meant Genesect's reveal was imminent and that Gen 5 was nearly over.

One thing I liked about Black and White was that we had only new pokemon until after the Elite Four. It would have been pretty far out if they had a cut scene/ side mission thing in which there was a connecting flight from the, say, Hoenn or Sinoh to Unova to Kalos or something. Team Plasma takes over the plane and releases all the pokemon into the wild and that is how we get all these new (old) pokemon in Unova

Game Freak has a special system for developing pet projects independent of the usual two teams, HarmoKnight and Soriti Horse are the byproducts of that so far.

They'll most likely keep Gen 6's engine (possibly updating it but nothing too drastic), but make a new game with a new region and more Pokemon. A Generation 6.5, if you will. We'll probably get a Z version before that happens, though. Masuda did say that X/Y were named after mathematical axes, and we still have Zygarde.

It was still one huge team for DP to my understanding. They split the workforce after because they realized if they had two teams working concurrently they could make games more efficiently with less issues in creative clashes and thus make more money.

Sort of like the opposite of the teams for the Tales series being split into two at first then coming together thinking it would bring together the best of both, but really just making everything feel half-assed afterwards because ideas and specialties clash so much.

For the pokemon to be able to be encountered, but currently there is no place to legit encounter them.

They could add another town or location just to have those encounters.

Context is important. When an interviewer says DLC they likely mean in the normal sense of the word ... which today means "Have people pay for a packet of content that may or may not be partly on the disk they already have"

What People are suggestion is just what Pokemon has been doing from the start. You can NEVER have all of the content in the game without taking part in some event somewhere at some time. Thing is, you never had to pay directly for it and you still wont pay directly for it.

Just so happens that now they can do this to greater levels.

They can patch the game as we've seen already.
They can add more Pokemon to XY2 and send out a compatibility patch for XY so that you can still trade and interact between games (though you likely wont be catching NEW mons in XY cause that would defeat the point).
They can use game crossing features to give people treats (Say you get Pikanite and other unseen Mega Stones from playing the Pikachu detective game ...just like that Manaphy Egg)
They can do a lot without raping you out the ass with DLC pricing.

He not only talks about paid DLC, but he's also talking about the aspect of the game being complete when you buy it. Technically, Pokemon games are never complete when you buy them, so he shouldn't be taken 100% literal, but I think he's referring to the story being complete when you buy it. Not having access to Hoopa, Diancle, and Volcanion will not affect the story at all. However, adding a whole new region will definitely require additions to the story, and that's most likely the DLC Masuda is talking about.

Simple ...
1. Because they will be featured in movies and GF doesn't want lil JPN kids having to wait all day to unlock their shiny new Legendary Pokemon that they get from going to the movie. They want them to be able to go to the movie, unlock that shit and catch them well waiting for the movie to start.

2. Cuts down on DL time and size. That's ACTUALLY a huge thing about DLC that caused a fat backlash in recent years with Crapcom (people found out that they DID put certain characters on the disk but held their data there only to force the player to pay them to unlock it later with some new content. Capcom said it's because you have to think about the size of the DL and that's true but they still screwed people over by forcing them to pay for something that was on the disk they paid for already)

By having a 3DS connected to the internet Nintendo reserves the right to actively update your system while it sleeps. Imagine the surprise when you start up the game the next day and fond news of an entirely new city/region/Mon that they add once every few months to keep interest up. And they CAN do this as much as they want. And no matter how much Masuda says one thing or another if Nintendo wanted this or DLC to be a thing then Masuda has been shown in the past to be swayed by their desires (I am looking at you BW2 and anything existing post gen two).

If you're asking if I think they will release NEW new content (such as a region or a end game story) I would have to say NO. I think he has made it clear that Pokemon fans are more than willing to pay for something like BW2 instead of some DLC that would act like that.

The argument isn't about how we choose to use the term, it's how Masuda uses it. He explicitly said "no downloadable content or microtransaction content".
