Even minor characters get elaborate model sheets to show off different expressions and poses, even though they may be seldom, or sometimes never, used. all these aspects of a character have to be designed and explained, there can't be any guesswork.
It's there 'just in case' so there IS reference for if and when they ever need to be illustrated or posed in different ways. Future games, the anime, card game, promotional material, books etc.
