Any recommendations for the EV spread of this motherfucker ? Modest nature
Im thinking in investing more in HP and defense...but Im not sure if some speed is needed

Depends on what you want. I'll assume you want a bulky Rotom-W, so 232 HP / 56 SpA / 220 Spe is the way to go.

I feel like the general rule for purely defensive mons (that is, zero investment in Attack or Special Attack) is to balance out its defenses. For example, on a defensive Blissey you should put in 252 Defense and 252 Special Defense since its HP is sky high as it is. And on most Ghost types, you would always want 252 HP since their HP is pretty low.

252 HP/252 def, maybe put a little bit in speed or satk, but the basic idea is to have max hp and close to max defense since there's no more rain powered water moves being thrown at you and talonflame is a motherfucker.

It tanks it well enough and scares him away. Talonflame's never given me shit in wifi battles.

The spread also allows him to outspeed max Speed Adamant Scizor, so there's that. If it doesn't bother you as much, you may as well pump up Defense a bit more.
