Is ralts' ability trace/synchronize at 50/50? The one source I could find said it was.

I've been trying to find a ralts with synchronize in the wild for a few hours now, and all of the ralts I've found have trace!

I'm not even discriminating against male ones, I have literally found none with synchronize.

Any one else had this problem?
