Hell, after I restored power to the city, prior to going to the vital NPC, I tried exploring the city and they were still blocking me because of "blackouts."

Was it so hard just to say that they need the area closed off because they're tearing up shit looking for the problem / repairing it after power is restored? Maintenance. It's god damned city maintenance. Just say it's maintenance!

The City is full of assholes who are fed up of foreigners shitting up the place so they added dittos with pre-recordings to prevent tourists from going any further. thinking there are actual blackouts.

These guys are low on the hierarchy and just tell you what they're told to say. There may or may not be a blackout but as far as the worker is concerned he's getting paid to stand there and tell people they can't proceed due to a blackout. It's just like driving through an area where roadworks signs are everywhere but there's nobody around.
