Help for a shiny hunter

Hi guys I'm using the method in the photo to hunt for a shiny seadra in cyllage city.. Still no luck lot of encounter.. When I meet a no shiny pokemon I just flee this break the chain? Any advice? I'm losing my mind.

Running does not break the chain. If you do not get a bite, or if you press A too quickly or too slow that will break the chain.

if you flee it doesnt break the chain but if you move or not get an encounter from fishing your chain is broken, and dont turn off the game putting it on sleep mode is fine.
chained my for 74 still no luck

Hot a shiny horsea at 150 chain then got a shiny poliwhirl at chain 5 so it's luck

The top left screenshot in OPs image should be a good place for Horsea, it's south of the second gym, south of the aquarium.

I've gotten 4 fishing shinies, one was after a chain of 14, two were around 100, and one was 270. So goodluck!

Route 21 before the pokemon league. Run around and south through that part where the strength puzzle was, when you get a a place with sure you'll see a perfect formation of rocks for you to fish between. With an old rod that is because you want poliwag.

I don't think you can fish for Horsea on route 8, you need to be in Cyllage City north of route 8 or Ambrette Town south. Using a good rod.
