They probably STARTED with the idea of it being an Ice/Rock type. The dinosaur it's based off of has that signature frill, so I could see them relating that to Aurora borealis. Obvious Ice type setup. And, well, it's a Fossil-mon so, Rock type.
When designing stats, they take into account the actual design. What it looks like it'd be. Obviously, this thing wouldn't be running around sanic-style, so a bulkier spread for it makes more sense.
IT just so happens that the aesthetics don't match the competitive worth. I mean, Rock/Ice is seriously a shit typing, even for a swift attacker. It was doomed from the start, unless it found a specific niche (which they tried with Snow Warning).
