People build around being able to beat 130s after boost because that's most of the Pokemon in circulation.
You beat those Pokemon, threats like a Tyranitar or Gyarados who has already Dragon Danced, after mega evolving, but never before. You also don't get nearly as wrecked by Dugtrio 50% of the time, Greninja, Noivern, Jolteon, Aerodactyl, and Crobat.
