If you ask me, gen 1 was objectively the worst, because of the amount of glitches, broken mechanics, and especially the smallest number of available Pokemon. Not to mention the graphics, tiny, pixelated greyscale can't possibly be better than... tiny, pixelated colors. I tend to lump gen 2 with gen 2, but I prefer Crystal over any of the GB/C games due to more Pokemon, Battle Tower, breeding, hold items, shinies... yeah. Gen 2 isn't objectively worse than gen 1, in terms of what the game can offer.
