Why do people tend to run careful on this guy? Why not impish or something?

Careful because Will o' Wisp will cripple physical attackers anyway

Careful 252Def/252SP.Def/4HP
- Will o' Wisp
- Leech Seed
- Substitute
- Horn Leech

Less HP for maximum healing via Sitrus and Horn Leech Seed.

Like I said, so you get maximum heals from Horn Leech and Leech Seed. It's not dumb, it's worked great for me.

i decided to put more Evs on the special side since will o wisp helps on cripling non-fire physical atackers, leech seed and a sitrus berry with Harvest make up for an awesome amount of recovery

shadow claw makes for a nice stab move to help on the damage dealing, while shadow force does the same while giving you an extra turn to stall the opponent while gaining hp from leech seed an tends to deliver quite a blow to pokemon who dont reisist it.

curse can actually work well with harvest if you are holding a sitrus berry, but i would allways go with will-o-wisp to help with the cripling of physical atackers

Its only other ability is Rivalry, Moxie is utterly useless when its Sp.Atk is higher by a lot...Why not?
